Creates (or continues) a certification run and re-evaluates every automated
case against current sandbox activity. Manual cases remain untouched.
When every applicable case is PASSED or WAIVED the run completes as PASSED
with completedAt set; otherwise the run stays IN_PROGRESS with FAILED
cases surfaced in the returned overview.
