Creates or patches the marketplace listing for the application.
On first create, categoryId, nameEn and nameAr are required. Later
calls may send any subset of fields (partial PATCH merge).
Editable only while the listing is DRAFT, CHANGES_REQUESTED or REJECTED — an
already submitted/reviewed listing (IN_REVIEW / APPROVED / SCHEDULED /
PUBLISHED / UNPUBLISHED / SUSPENDED) returns 400.
The category must be active. When targetCountries is empty it defaults to
["SA"].
